Dean of Student Recruitment, Progression & Mobility
The inaugural Dean of Student Recruitment, Progression and Mobility is a strategic leader who will reimagine, lead, and support a holistic, credit and non-credit student-centered recruitment, onboarding, completion, and transfer student experience. The Dean is responsible for strategic leadership and performance for departments and initiatives that support student access, recruitment, onboarding, and transition to postsecondary education. This includes Admissions, the Transfer Center, Testing Center operations, and the federally funded TRIO Educational Talent Search program.
The Dean will lead efforts to expand access, improve credit and non-credit enrollment and transfer outcomes, and foster collaborative partnerships with internal stakeholders and external partners and institutions. This position plays a critical role in advancing the college's mission to provide accessible, high-quality education and support services that promote economic mobility, increased credit and non credit yield and student success from entry through graduation and transfer. Reporting to the Associate Vice President for Student Affairs, the Dean will champion student-centered practices, technology forward operations, and data-informed decision-making to increase non-credit and credit recruitment, enrollment, retention, completion, and transfer opportunities, particularly for historically underserved populations. The Dean is responsible for improving student recruitment, admissions and onboarding experiences for credit and non-credit students by creating a flexible, modern, information-abundant, customer service environment that addresses the needs of students, families, and the College. The Dean will provide leadership and support with Project Connect, an initiative to bridge credit and non-credit operations for a unified student experience.
This position will require travel to all campuses, as needed.

Strategic and Team Leadership & Vision
Lead a coordinated, student-focused credit and non-credit recruitment, onboarding, completion, and transfer services strategy to improve access, enrollment, completion, and transfer outcomes aligned with CCRI's strategic plan and student success goals.
Supervise and support department leaders and staff, fostering a culture of innovation, data informed decision-making, accountability, and student advocacy.
Provide supervision, professional development, and leadership for a diverse team of directors and staff across multiple departments and campuses.
Oversee budget planning, ensure compliance with federal and state regulations, and implement continuous improvement processes across alt units that are aligned with Project Connect.
Ensure the strategic and practical use of technology platforms (e.g., CRM, SIS, digital workflow tools) to support credit and non-credit recruitment, testing, completion, and transfer operations.
Champion a student-first culture across all areas of responsibility, ensuring seamless, timely, and high-quality service experiences for credit and non-credit students.
Support Project Connect through collaboration with Workforce and Student Affairs leaders to integrate recruitment and testing center operations.
Recruitment and Integrated Onboarding Management
Supervise staff and provide leadership of recruitment, admissions, onboarding, and transfer processes to ensure an inclusive and streamlined student journey from inquiry to enrollment and retention.
Oversee the development and implementation of personalized, high-impact recruitment plans that integrate credit and non-credit offerings, including micro credentials and early college programs.
Ensure successful integration and alignment of credit and non-credit recruitment strategies to support a unified enrollment pipeline and expand access to diverse learner populations.
Partner with Advising, Academic Affairs, Workforce Partnerships, Institutional Research, and Marketing etc. to support data-informed recruitment and yield strategies that reflect regional workforce and transfer pathways.
Lead efforts to streamline admissions workflows and enhance operational efficiency across the enrollment lifecycle.
Deliver increased yield in the percentage of admitted students who enroll and register and
Increase year-over-year target market conversion through growth in credit and non-credit enrollment from priority recruitment industry, sectors, regions, high schools, and underrepresented populations.
Ensure timely and accurate completion of verification for enrollment (VOE) processes for all students and increase the percentage of students with verified enrollment prior to the start of term.
Increase student retention through proactive financial readiness support, including the promotion of FAFSA completion, payment plan enrollment, and resolution of outstanding balances-resulting in a measurable reduction in students dropped for non-payment.
Increase new student engagement and readiness by boosting orientation attendance, promoting participation in pre-semester academic planning activities, and strengthening referrals to support services such as advising, tutoring, and career guidance.
Ensure effective implementation and optimization of CRM systems to manage the admissions funnel and support data-driven decision-making.
Transfer Center Operations
Lead the development and execution of transfer initiatives, including the Joint Admissions Agreement (JAA) with Rhode Island College and the University of Rhode Island.
Oversee the Transfer Center and supervise staff, ensuring students receive high-quality advising, application and scholarship information, and support in achieving transfer goals.
Lead expanded recruitment of students eligible for Reverse Transfer and collaborate with Records to increase the number of students who complete Reverse Transfer and achieve degree completion.
Deliver growth in the number of students successfully transferring to four-year institutions and an increased number of students enrolled in and completing the Joint Admissions Agreement program.
Collaborate with Academic Affairs and Records to develop and maintain course-to-course articulation agreements,
Implement innovative transfer advising strategies and facilitate coordination of transfer-related events and communications, including planning and hosting transfer-related events such as fairs, workshops, and JAA Days.
Maintain a comprehensive and accessible Transfer Center website and resource hub.
TRIO Rhode Island Educational Talent Search (RIETS) Program Administration
Provide strategic oversight of the RIETS program, ensuring compliance with federal TRIO regulations and alignment with institutional priorities.
Supervise RIETS staff and support the planning and execution of outreach and advising services for middle and high school students to promote college awareness and readiness.
Ensure effective recruitment, eligibility verification, and service delivery for RIETS participants, and consistently meet participant goals including number of eligible students recruited and enrolled In RIETS annually and percentage of RIETS participants who graduate high school and enroll in postsecondary education.
Ensure effective delivery of academic support services including tutoring, study skills instruction, and college/career guidance.
Oversee the planning and execution of RIETS programs, special initiatives, and college transition services.
Promote continuous learning and professional development for RIETS staff.
Testing Center Operations
Supervise Testing Center staff and provide strategic and operational leadership for testing services across CCRI's four campuses, ensuring compliance with national standards, institutional policies and accessibility for all students.
Ensure consistent delivery of integrated testing services for credit and non-credit programs, including placement tests and standardized assessments.
Collaborate with Admissions, One Stop Student Services, Academic Affairs and Workforce Partnerships to support testing-related initiatives and student success metrics.
Required Qualifications:
Master's degree
Minimum of five years of progressively responsible leadership In providing services, programs, and resources that facilitate student onboarding, enrollment and retention.
Experience with core technology applications such as Ellucian Banner 9 student information system (or similar), Degree Works degree audit and planner (or similar), Argos Reporting (or similar), CRM solutions, and advanced Microsoft Excel (or similar}.
Demonstrated ability to lead a team to deliver service excellence and drive change that delivers results despite obstacles and challenges.
Strong data analysis and research skills, with exceptional interpersonal, motivation, and communication skills.
Demonstrated ability to develop and use data analytics and modeling to inform recruitment and enrollment management strategy.
Strong participatory leadership skills and experience in planning and development of student centered programs.
Supervisory experience.
